Parking permits for disabled, resident parking permits and parking permits for large families are records in electronic form in the registry of parking permits for disabled, the registry of resident parking permits and the registry of parking permits for large families accordingly. The establishment and maintenance of parking permits registries is set by legal act of administration of the city of Belgorod.

Placement of vehicles on parking bays is paid by the decision of Belgorod city administration. Placement of vehicles is free of charge for:
1.    Vehicles of emergency services with identification marks, colors and labels:  ambulance, Fire Service, police, military, automotive inspection, rescue services, the Federal Security Service, investigating authorities of the Investigative Committee of the Russian Federation;
2.    Vehicles of disabled or disabled's representatives with identification marks;
3.    Vehicles of the participants of Great Patriotic War, former underage prisoners of concentration camps, ghettos and other places of detention, created by the Nazis and their allies during the Second World War; 
4.    Vehicles registered to one of the parents (adoptive parents) in a large family.

 Free placement of vehicles, except for the vehicles specified in paragraphs 10.16.1-10.16.2 of Applications to the Resolution of Belgorod Council of deputies of March 25, 2014 №80, is based on of a parking permit. The procedure of issue and validity of the parking permits are approved by Belgorod administration.

Basis for providing benefits to residents is a resident parking permit. The cost of a parking resident permit, the procedure of issue and validity of resident parking permits is approved by Belgorod city administration.

1. Application.
2. Document to support your identity.
3. Document to support your registration at the place of residence or place of living in Belgorod.
4. Document to support the identity of your representative, in the case of appeal the applicant's representative.
5. A document confirming the authority of the applicant's representative, in the case of appeal the applicant's representative.
6. Document confirming disability.
7. Certificate of title for a vehicle.
8. Insurance Number of Individual Ledger Account.
9. A document confirming the authority of the legal representative of the disabled (the court's decision, the act of the guardianship and custody of guardianship).

Documents have to be provided in copies and originals.

1. Application form.
2. A document proving the identity of the applicant.
3. Identity document of the applicant's representative, in the case of appeal the applicant's representative.
4. A document confirming the authority of the applicant's representative, in the case of appeal the applicant's representative.
5. Certificate of title for a vehicle.
6. Insurance Number of Individual Ledger Account.
7. The certificate of marriage.
8. Birth certificates of children.
9. A certificate proving that children above 16 are studying in educational institutions.

Documents have to be provided in copies and originals.

List of documents to apply for parking permits for members of the Great Patriotic War, former underage prisoners of concentration camps, ghettos and other places of detention, created by the Nazis and their allies during World War II

1. Application.
2. A document proving the identity of the applicant.
3. Document to support your registration at the place of residence or place of living in Belgorod.
4. Identity document of the applicant's representative, in the case of appeal the applicant's representative.
5. A document confirming the authority of the applicant's representative, in the case of appeal the applicant's representative.
6. Certificate of title for a vehicle.
7. Insurance Number of Individual Ledger Account.
8. A document certifying the fact of recognition of the person of the Great Patriotic War, former underage prisoners of concentration camps, ghettos and other places of detention, created by the Nazis and their allies during World War II.
9. A document confirming the authority of the legal representative (the court's decision, an act of the guardianship authority).
